Paul Starkey appointed Deputy Director, Labor Relations, California Department of Human Resources

May 13, 2019: Paul Starkey was appointed as the Deputy Director of Labor Relations at the California Department of Human Resources by Gov. Gavin Newsom on Thursday, May 2, 2019. Starkey, 64, of West Sacramento, was most recently the Assistant Chief Counsel at the California Department of Human Resources Legal Division since 2016. He was previously an Attorney and Special Board Counsel at the Agricultural Labor Relations Board from 2014 to 2016; the Assistant Chief Counsel at the California Department of Personnel Administration from 2009 to 2014; and the Labor Relations Counsel at the California Department of Human Resources from 2005 to 2008. Starkey also previously worked as the Deputy County Counsel at the Sutter County Office of County Counsel in 1986 and 1987, and he was a staff attorney at Legal Services of Northern California from 1984 to 1986, and an associate attorney at Thierman, Simpson and Cook in 1984. Starkey received his law degree from the University of the Pacific, McGeorge School of Law. Starkey will be paid $179,724 per year in his new position.
