David Vargas appointed Director, Service Management Office, U.S. General Services Administration

August 10, 2018: David Vargas has been appointed as the first Director of the newly-created Service Management Office at the U.S. General Services Administration (GSA), effective on July 23, 2018. Vargas was most recently the Director of the Human Relations Line of Business at the U.S. Office of Personnel Management (OPM). “In his new role at GSA, David will oversee the launch of our new Service Management Office, which is being established to support our vision of expanding our mission support service offerings to other federal agencies,” said GSA Administrator Emily Murphy in an e-mail message to staff that was obtained by Federal News Radio. A GSA Spokesman confirmed that Vargas joined the agency as the Director of the Service Management Office on July 23, 2018. HR Solutions is a fee-for-service entity within OPM that provides products and services to help agencies with their human resources needs, including USAJOBS.gov, USA Staffing and USA Hiring, among other projects. It’s also unclear where the new office will live–at the Office of Governmentwide Policy or at the Federal Acquisition Service (FAS. During his time at OPM, Vargas also worked as the Acting Chief Information Officer, Acting Deputy CIO and Director of HR IT Transformation. GSA and OPM are independent federal government agencies.
