Jeff Heck appointed Executive Director, Illinois Capital Development Board

May 14, 2018: Jeff Heck was appointed as the Executive Director of the Illinois Capital Development Board (CDB) by the CDB in an unanimous vote held on Tuesday, May 8, 2018. Heck, of Springfield, Ill., was previously the Chief Fiscal Officer and the Director of Finance and Administration at the Illinois Department of Transportation (IDOT), where he worked for more than thirty-seven years. At IDOT, Heck managed a staff of 270-plus employees across five bureaus and two sections. His areas of responsibility included personnel, budgeting, accounting, procurement, construction compliance, external financial audits, capital programs, computer services, labor relations and more. At IDOT, Heck also held the positions of Director of the Office of Quality Compliance and Review and Acting Director of the Division of Traffic Safety, and was named the Governor's Representative for Illinois Highway Safety. After his appointment at CDB, CDB Acting Executive Director Amy Romano returned to her position as the agency's General Counsel. Heck received a bachelor of science degree in accounting and finance from Eastern Illinois University in Charleston, Illinois.
