David Paylor re-appointed as Director, Virginia Environmental Quality Department

April 16, 2018: David Paylor was re-appointed as the Director of the Virginia Department of Environmental Quality by Gov. Ralph Northam on Friday, April 13, 2018. Paylor was previously appointed to the same position by former Gov. Terry McAuliffe in 2014, by former Gov. Bob McDonnell in January, 2010, and by former Gov. Tim Kaine in 2006. Paylor’s career started in 1973 at the State Water Control Board, and he continued working at the Environmental Quality Department in several positions. Paylor graduated with a bachelor of science degree in zoology from Duke University, and he received a master’s degree in fisheries science from Oregon State University.
