Feb. 12, 2018: David A. Barra, Scot L. Kline and Megan J. Shafritz were appointed as Vermont Superior Court Judges by Gov. Phil Scott on Thursday, Feb. 8, 2018. Barra, of Essex, founded the Law Offices of David A. Barra, PLC in 2011, where his practice has focused on civil litigation, zoning, landlord/tenant and municipal law. He has a background in tort and land use litigation. Before his current position, he was a founding partner at Unsworth and Barra, PLC for nearly twenty years. Barra received his law degree from the Georgetown University Law Center. Kline, of Essex, has been the General Counsel at the Vermont Department of Financial Regulation (DFR) since 2016. Before that, he was the Chief of the Environmental Protection Division at the Vermont Attorney General’s Office for nearly a decade. Kline was previously the General Counsel at the Vermont Agency of Natural Resources from 2005 to 2007, and a member and co-owner of the law firm of Eggleston and Cramer, Ltd in Burlington from 1997 to 2005. He received his law degree from the Cornell Law School. Shafritz, of South Burlington, has been an Assistant Attorney General since 2009, and she was the Chief of the Civil Division, where she supervised nine lawyers and four legal staff. Before that, she was an associate and then a partner at the Burlington law firm Gravel and Shea for seven years, practicing in the areas of commercial litigation, general business disputes, and personal injury cases. From 1995 to 2000, she was a litigation associate at Sullivan and Cromwell in New York. She received her law degree from the University of Pennsylvania Law School.
